After more than 15 years of advocacy and legislative movement in 5 of the last 6 Ohio General Assemblies, Governor Mike DeWine signed Music Therapy Licensure into law on July 4, 2023 as part of the state's biennial budget bill (HB 33).
The Ohio Music Therapy Task force would like to thank the past and present members of the Task Force as well as Ohio Music Therapists who have advocated so diligently over the years.
We also extend our gratitude to the Legislative sponsors, co-sponsors, and community advocates who have shepherded the passage of music therapy licensure in the State of Ohio.
It is our sincere hope that through licensure we achieve the desired outcomes of protecting the public and increasing access to music therapy services across the State of Ohio.
The Ohio Music Therapy Task Force is working to determine next steps. We have included a list of FAQs with information about licensure as outlined in HB 33 and you can view the text of the bill HERE.
Additionally, Madeleine Landry and Alicia Bousner Hrubey will be hosting a Q & A session regarding information on licensure at the Association of Ohio Music Therapists conference at 8:30 am on September 9th, 2023.
Many existing state regulations require that education and healthcare providers hold a state license. As a result, many current and potential clients have difficulty accessing music therapy services within educational and healthcare facilities. Communication with most state education and healthcare agencies emphasize that service provision procedures require official state recognition—often in the form of a state license—in order for state citizens to access music therapy services (The Certification Board of Music Therapists[CBMT], 2023).
What benefits can we anticipate as a result of Music Therapy Licensure?
While we don't know the full scope of the anticipated benefits of Music Therapy Licensure, the benefits to other states with licensure include, but are not limited to, protection for the public from those stating they are music therapists but are not MT-BCs, and increased access to music therapy services for the residents of Ohio.
What other States have licensure?
Georgia, Illinois, Maryland, New Jersey, Nevada, North Dakota, Oklahoma, Oregon, Virginia, Washington.
Will MT-BCs in the State of Ohio be able to bill insurance companies and/or Medicaid/Medicare for Music Therapy services provided to our clients?
More work will need to be done for music therapy reimbursement. However, we are confident that licensure puts MT-BCs in the State of Ohio on this path.
Which Board will Music Therapy be under?
Music Therapy will be a part of the Counselor, Social Worker, and Marriage and Family Therapist Board (CSWMFT) of the State of Ohio.
Will I be able to practice Music Therapy in the State of Ohio without a license?
No. All music therapists in the State of Ohio will need to be licensed in order to legally practice Music Therapy.
How much will a Music Therapy License cost?
The licensing fee will ultimately be set by the CSWMFT Board. However, typical fees for other professions under this Board range from $20 - $100. The Ohio Music Therapy Task Force will be advocating for the most affordable price. Additionally, the Task Force will be exploring ways we can support MT-BCs in Ohio through the licensing process.
When will Licensure take effect?
The Ohio Music Therapy Task Force will be reaching out to the CSWMFT Board in the coming days to determine the next steps for developing the infrastructure to execute licensing the state's MT-BCs. Please stay tuned for more information on this!
